Either a $S command was entered for the indicated offload device and no receivers/transmitters are able to be started, or a $P command was entered for each active receiver while the reload operation was in progress.

In the message text:

The number of the offload device.

System action

If this message is issued during a reload (RECEIVE) operation, the offload device remains halted until you start at least one receiver. You must then restart the offload device to restart the reload operation.

If this message is issued during an offload (TRANSMIT) operation, the offload device remains active and will begin transmitting when one of the offload transmitters has been started.

Operator response

Enter the $S command for a receiver/transmitter. If the reload operation was in progress, enter the $S command for the offload device to restart the operation, or enter the $P command for the offload device to stop the reload operation.
