Explanation
 During NJE signon processing, JES2 determines
that the two nodes do not agree that this is the first line to connect
the two nodes. Either the issuing node has either: Multiple lines to the other node, but the network connection control
(NCC) record indicates this is the first line, or
No other line to the other node, but the NCC record indicates
that this is not the first line.

System action
 JES2 signs off all lines on this member connecting
the two nodes.

Operator response
 Attempt to restart networking to the other
node.  If the problem reoccurs, drain all lines on all members of
both nodes that connect the two nodes. When the lines have drained,
restart the lines and restart the NJE sessions.

System programmer response
 Examine trace identifiers 21 and
24 to determine the cause of the error.  Determine which node has
the incorrect number of active lines and correct the problem.
