 The ipsec command processing
ends.

Operator response
 The error might be transient and reissuing
the request might succeed.  If the error persists, contact the system
programmer.

System programmer response
 Trace or log entries might give more
information about the nature of the error.   Use errno, description,
and errnojr to fix the problem.
