Explanation
  This message is issued if: Access to the catalog was requested but denied because the catalog
was not migrated to the current release level. The object in the catalog
is available after the catalog is migrated.
You issued CATMAINT UPDATE SCHEMA, CATMAINT UPDATE VCAT, or CATMAINT
UPDATE OWNER and they terminated prematurely in previous attempts.

System action
The operation is not allowed. The data manager
function that detected this condition returns 'resource not available'
to its invoker.

To perform the operation
on the object, you must migrate the catalog to the current release.
To do this, run DSNTIJTC. 
  If you issued CATMAINT UPDATE SCHEMA,
CATMAINT UPDATE VCAT or CATMAINT UPDATE OWNER, and they terminated
prematurely, then resubmit these commands in order to complete any
remaining updates to the catalog.

Problem determination
  The requested operation is not performed.
SQLCODE -904 and message DSNT501I are issued.
