  Abstract: Rational Developer for System z V8.0.3.2 (RDz)
  modifies NOT SYMBOL in comments
  
  To reproduce:
  1) create a PL/I file like:
  
  /* this is a comment with a NOT SYMBOL ! */
  VAR1='**!**';
  IF VAR1?='A' THEN DO;
  
  2) open its properties from the Remote System Explorer and
  change its mapping to PL/I logical NOT SYMBOL=!
  3) open it in LPEX or PL/I editor, modify a comment and save it
  4) open it in ISPF: comment /* ! */ and value VAR1 have been
  changed to ?
  /* this is a comment with a NOT SYMBOL ? */
  VAR1='**?**';
  IF VAR1?='A' THEN DO;

  There is no known workaround at this time.
