Explanation
 The state of the CEA REXX debug trace value has
been altered. This message is in response to the operator command
to turn the trace on or off. The state is either ON or OFF depending
on what the operator requested. Additionally, the value associated
with the trace is displayed in parenthesis. If the state is OFF, the
value is zero. This is a confirmation message.
