Explanation
 Through its attempt to connect to a log stream,
RRS has determined that the system logger is temporarily unable to
process the request.
 In the message text:  return-code
is the most recent return code from the IXGCONN macro.
reason-code
is the most recent reason code from the IXGCONN macro.

System action
 RRS issues message ATR151A to request input and
waits for the reply.

Operator response
 Inform your system programmer.

System programmer response
   Use the explanation of the return
and reason codes, which you can find in the description of IXGCONN
in z/OS MVS Programming: Assembler Services Reference ABE-HSP, to
resolve the error.
