Explanation
 In its attempt to connect to log streams, RRS
has determined that system logger services will not be available for
the duration of this IPL.

System action
 RRS initialization backs out all processing and
brings down the RRS address space.

Operator response
 Inform your system programmer.

System programmer response
   If RRS processing is required,
system logger must be available. Investigate and resolve the logger
problem, then re-IPL the systems and restart RRS.
