Error description
The current feature pack code does not correctly scope the execution of JAX-WS handlers based upon specified patterns as described in the specifications. In particular, a wildcard is not evaluated correctly unless it appears in the terminating position of the value for a service-name-pattern or port-name-pattern. This prevents those patterns from matching when they otherwise should, and thus prevents the scoped handler(s) from executing properly.

Problem conclusion
The scoping was updated to handle an embedded wildcard in the scoping for JAX-WS handlers. The fix for this APAR is currently targeted for inclusion in fixpack 6.1.0.23.
