OA58865: DEBCHK UNLOCKDELETE ORPHAN DEB IEC614I PRLSE FAILED - RC 016 (081A00C4) & IEC216I A14-04 20/02/10 PTF PECHANGE

  OA56150 resolved a scenario where a close for a QSAM output DCB
  required a call to DADSM to extend the data set.  DEBCHK UNLOCK
  would fail because the EOV SVRB it was locked under no longer
  exists.  However it did not remove the DEB from the DEB table
  which is required for a DEBCHK UNLOCKDELETE.  This results in an
  orphan DEB address to be in the DEB table.
  The above error does not cause a problem until one of three
  DADSM functions is called in the same job step.  Those three
  DADSM functions are SCRATCH, RENAME and partial release.  The
  data set might be any data set, not necessarily the one whose
  DEB table entry got lost.
  The orphan DEB can cause ABEND0C4-11 when DADSM checks DEBs in
  the DEB table, including the orphan DEB.  The problem occurs
  only if the page frame that contained the deleted DEB is no
  longer getmained.
  
  DADSM Partial Release will produce
  IEC614I PRLSE FAILED - RC 016, DIAGNOSTIC INFORMATION IS
  (081A00C4), CLOSE will then issue an IEC216I A14-04 which means
  that Partial Release did not occur.
