Error description
If customer disables EITHER the cksum_udp or cksum_tcp ODM attributes, adapter-based receive packet checksum offload will be disable for BOTH TCP and UDP. Because the default value for cksum_udp and cksum_tcp attributes is "yes", this issue impacts only customers who have modified one of these ODM attributes. Observed symptom may be lower than expected receive performance.

Problem conclusion
Modify receive path checksum offload enforcement algorithm so that it does not disable both TCP and UDP checksum offload if user requests only TCP or UDP offloads.
