will cause the latch to be obtained and released. This will ensure
that all waiters have a chance to acquire the latch.
tcbaddr
Address of TCB that holds the latch.
When an SRB holds
the latch, the address for the TCB actually points to a control block
that represents the active SRB. The value will be above the 16 M line.
retries
Allows you to control the amount of time for which the particular
PDSE or PDSE1 situation must remain static. The PDSE or PDSE1 control
blocks are examined every hundredth of a second. By default the data
set is examined 1500 times or for approximately 15 seconds, before
the latch will be released.
