This trace record identifies an RPH that is being posted
(using the TPPOST macro) for restart after a TPWAIT macro. The POST
entry is followed sometime later by a RESM entry. However, when a
TPPOST precedes the TPWAIT, the TPWAIT returns to the caller immediately
without waiting. Then POST is not followed by RESM.
