Two types: ENUMERATED { locked,

unlocked,
shuttingDown }

OCTET: X'00'= locked

X'00'= locked
X'01'= unlocked
X'02'= shuttingDown
X'FF'= unchanged

ENUMERATED is used for GET operations. OCTET is used for SNAPSHOT operations.

OSI administrative state.
