While trying to negotiate a common set of syntaxes with a potential peer system we discovered that the two systems have NO syntaxes in common. Because this will not result in any communication, we will not establish the association. This should not ever happen if we are actually trying to connect to another system that implements CMIP. It could happen if we mistakenly try to connect to an implementation of X.500 or X.400, so we really do not want such an association to be established.
