set services passed an incorrect parameter list to dynamic allocation.

the message text: dsname
The data set name.
rc
The return code.
rsnc
The reason code.

System action
The SMS VTOC data set services delete request
fails. Also, the system writes a record describing the error to the
logrec data set.

System programmer response
Use the logrec data set, return code,
and historic return code to determine the error.
