Explanation
The message will always be preceded by an IGD17167I
message, which will indicate that a call to ZEDC_CHECK encountered
a problem. The allocation request specified a compression type of
ZEDC_R and owing to the failure encountered it is not possible to
continue with the allocation. 
In the message text: dsn
Name of the data set being allocated.

System action
Allocation failed.

Programmer response
Refer to the return and reason codes in
the preceding IGD17167I message and take appropriate action. If the
situation cannot be corrected, resubmit the allocation request with
a different compression type.
