The define request fails.

For an explanation of the return code
and diagnostic information, see DADSM
return and diagnostic codes in z/OS DFSMSdfp Diagnosis. If
the return code and the diagnostic information indicate that the user
is unauthorized to create the data set, then alter the user's RACF profile
to grant authorization. Otherwise, remove the automatic data set protection
characteristic from the user's profile.
