activation failed.

system-group
The system group to which the current system belongs.

System action
The system ignores the request.

Operator response
Notify the system programmer.

System programmer response
Add either the system name or the
system group name to the configuration that is being activated. If
you need instructions for adding the system or system group name,
refer to z/OS DFSMSdfp Storage Administration for
details. After adding the system to the configuration, have the operator
reenter the ACTIVATE request.
