[TIME (fromtime[,totime])] Both fromtime and totime have this syntax:
If you only specify the fromtime, the default totime is the end of the day, 23:59:59. The valid range of values is between 00:00:00 for midnight, which is the start of the day, and 23:59:59, which is the end of the day. Times can be specified as hh:mm:ss, hh:mm, or just hh. The time values specified must be in 24 hour clock values.
