You can rename a RACF-defined data set only if you have ALTER access authority to the data set in the DATASET class.

If you attempt to rename a password-protected data set, the operating system issues message IEC301A asking the operator or TSO operator to verify the password. The data set will be renamed if the password supplied is associated with a WRITE protection mode indicator. The protection mode indicator is described in Using Password Protected Data Sets.
