Convert normalized track address into an absolute 28-bit track address (TRKADDR NORMTOABS)

The format of the execute form of the TRKADDR NORMTOABS macro is:

Reverses the 12-bit and 16-bit portions of the cylinder number and stores the result in the 32-bit register with the H digit. The cccCCCCH becomes CCCCcccH. Use this to convert a normalized track address to an absolute 28-bit track address.
