Explanation
While configuring a new MAIN system in a multisystem
node, a TARGET command located a node definition that should have
a status of DEFINED or DORMANT, but it is in the INITIAL or one of
the OPERATIVE states.

System action
The TARGET command ends in error.

Operator response
Issue the appropriate TARGET commands to put
the named node and system in the DEFINED or DORMANT state. System
definitions in a multisystem node may not be in the DEFINED state
because a MAIN system for the multisystem node has not been defined.
After issuing the appropriate TARGET commands, issue the original
TARGET command to configure a new MAIN system.
