Explanation
The RACF® address
space registered as an APPC/MVS server when the appropriate TARGET
command was issued.  This registration is being ended by either a
request (TARGET, RESTART CONNECTION, or STOP) sent by a person or
by the RACF remote sharing
facility (RRSF) because of a failure within the subsystem.

System action
The RACF subsystem
stops processing APPC/MVS allocate requests from other RRSF nodes.

Operator response
When it is appropriate for RRSF to accept
APPC/MVS allocate requests from another node, issue the appropriate
TARGET commands.
