Explanation
The RACF® remote
sharing facility (RRSF) was unable to establish itself as an APPC/MVS
server.   The specific APPC/MVS verb did not complete within 30 minutes.

System action
RRSF is unable to make any new connections to
other remote RRSF nodes.  Work for the remote nodes is being queued
until they can be activated.

Operator response
See z/OS MVS Programming: Writing Transaction Programs for APPC/MVS on
isolating the cause of the communication failure. Correct the problems
and restart the connection using the TARGET command.
