RACF DATABASE CANNOT BE ALTERED.

Explanation

The RACF® database cannot be altered for one or more of the following reasons:
  • The database has been locked by a RACF utility.
  • The system that attempted to alter the database is currently in read-only mode (in a RACF sysplex data sharing environment).
