 There is an insufficient number of trace tables
for tracing. Tracing is turned off (ACTIVE=NO). Either the operator
issued a $T TRACEDEF,TABLES=0 command or the initial request for trace
tables failed.

System action
 Processing continues without tracing.

Operator response
 Notify the system programmer that this condition
has occurred. If tracing should be active, you must first allocate
trace tables using the $T TRACEDEF,TABLES=nnnn command.

System programmer response
 Tell the operator if trace tables
should be allocated.
