System action
  For a cold start, the volume is ignored and processing continues.
For an all-member warm start, the operator is queried as to the
action to be taken. (The $HASP853 message is issued.)
For any other type of starts, initialization ends.
If this message is issued in response to a start spool command,
the command is rejected, and JES2 processing continues.

Operator response
 Mount the correct volume on the required
device.
 For RC=20, use a VTOC reporting utility, such as IEHLIST, to determine
the layout and size of data sets on the volume in relation to the
JES2 spool data set extent.
