This function initializes the SNMP manager API. Optionally, your SNMP manager can pass a configuration file to this call. The format and syntax of this configuration file is described in SNMP manager API configuration file. Your SNMP manager passes a single SnmpConfigEntry structure as input to the snmpBuildSession() function.
