Guideline: Because the SNMP_MGR_LOG_LEVEL
environment variable is not read until the snmpInitialize() function
is called, you should call this function prior to calling the snmpInitialize()
function, to make sure that all possible messages are successfully
logged.
Note: The value of the SNMP_MGR_LOG_LEVEL environment variable,
when set, cannot be changed by calling this function with a new log
level. You must unset the environment variable for this function
to operate correctly.
