request format
 Deactivates one or all dynamic tunnels. The request format contains zero or one record with one section, NMsecTunnel (described in Table 1). The NMsecTunnel section identifies the dynamic tunnel to be deactivated. If the Request Record is not present then all dynamic tunnels are deactivated.
