Explanation
 An attempt was made to open the certbundle command
message catalog in the  message catalog directory, but the catalog
could not be opened for the specified reason. The default location
for the message catalog is set by the NLSPATH environment variable.

the message text:  cat
The name of the catalog that the certbundle command
attempted to open. 
errno
The z/OS® UNIX System Services return code. These return
codes are listed and described in the return
codes (errnos) information in z/OS UNIX System Services Messages and Codes.
