Explanation
The TCPIP PROFILE for this stack does not contain a valid NETACCESS
statement  when running in a multilevel secure environment.  The stack
does not enforce  multilevel security policies when NETACCESS is not
configured.  The NETACCESS  statement must specify both INBound and
OUTBound and must contain at least one  valid security zone definition.
