Explanation
The Internet Key Exchange (IKE) daemon is trying the connection
to the Policy Agent (PAGENT) again. 

max_wait  is the maximum amount of time, in seconds, that
the IKE daemon will continue to  try connecting to PAGENT again. 
The absence of this information indicates that the IKE daemon  will
keep trying indefinitely.

IKE daemon processing continues to try the connection to PAGENT
again.
