 The Internet Key Exchange (IKE) daemon was unable
to initialize the MODIFY command queue.

System action
 The MODIFY command service is not available;
IKE daemon processing continues.

Operator response
 If you require the MODIFY command service,
restart the IKE daemon.  If the problem  persists, contact the system
programmer.

System programmer response
 Contact IBM® software
support services and provide a syslog that includes this message.
 If available, provide a CTRACE for component SYSTCPIK.
