An outgoing call on this virtual circuit to the indicated address was refused by the X.25 network, with the indicated cause and diagnostic bytes. Datagrams queued for the remote system are discarded. A new call is attempted when the TCP acknowledgment timer expires, or when a new connection is requested to the destination. TCP connections to the destinations handled by the remote system are unsuccessful if calls are not accepted in the initial connection time-out.
