Failure obtaining data_set or invalid data set
organization (DSORG)
Explanation
The MAKESITE command was unable to extract a parameter list from
the indicated data set because the data set was specified incorrectly
or had an incorrect data set organization. The parameter list is not
transferred.

Note: This message displays the virtual machine communication
facility (VMCF) function call returned by the function
SayVmcFu, which is called to determine the type of a VMCF function
call.  For more information about VMCF function calls, see the z/OS Communications Server: IP Programmer's Guide
and Reference.

System action
TCPIP continues.

Operator response
Make sure that the data set was specified correctly and that it
is a sequential data set.
