Explanation
 The procedure GetIdentity, which was called to
determine the ID of the address space calling the procedure StartTcpipService,
was unsuccessful. The reason is indicated by the SayCalRe portion
of this message.  Note: For more information about this message, see

the 4-digit number in parentheses at the end of this message.

 Note: This
message displays the virtual machine communication facility (VMCF)
function call returned by the function SayVmcFu, which is called to
determine the type of a VMCF function call.  For more information
about VMCF function calls, see the z/OS Communications Server: IP Programmer's Guide
and Reference.
