The 1822 Interface Message Processor (IMP) is not
ready or offline.  The IMP is down.

TCPIP continues.

Operator response
Check your hardware connections and make sure that they are properly
attached. Also make sure that the device is online.  Restart the device
if necessary.  If the problem persists, consult your hardware manual
for more troubleshooting information.
