Explanation
The procedure NegotiateOptions, which handles the negotiation of
Telnet options, received an incorrect subnegotiation command. This
message is displayed with EZA8246E.

System action
TCPIP continues.

Operator response
Check for the correct Telnet option command syntax and resubmit
the command.  See RFC 854 for more information about option negotiations.
