Explanation
The foreign host name specified in the foreign_host parameter
of the TELNET command is incorrect or Telnet was not able to reach
the destination. This parameter specifies the name or internet address
of the local or remote host.

TCPIP continues.

Check the correct command syntax and host name and try the command
again.  See the z/OS Communications Server: IP User's Guide and
Commands for more information.
