SMSG DEBUG Output - Session Debugging Not Enabled 
Explanation
 SMTP attempted to allocate SYSDEBUG, but SYSDEBUG
does not exist in the SMTP procedure.

System action
 SMTP continues.

 Contact the system programmer.

System programmer response
 Add a SYSDEBUG DD statement in the
SMTP procedure and restart SMTP.  See the sample procedure  SMTPPROC
in SEZAINST for an example of how to implement this change.
