Explanation
 SMTP attempts to allocate the data set specified
in the error message. Determine whether SMTP has authority to allocate
and delete data sets beginning with the defined MAILFILEDSPREFIX value.
SMTP receives a return code from the SVC99 call.
 fulldatasetname is
the data set name that SMTP is using. 
 nn is
an SVC99 return code passed to SMTP. 

System action
 SMTP ends.

Operator response
 No action is needed.

System programmer response
 Check the Output file generated under the SMTP started task for
any additional message pertaining to this data set. 
Check the system console for any system error messages that appear
concurrently with this error message.
Ensure that SMTP has the proper SAF authority to allocate and
delete data sets beginning with the prefix defined by MAILFILEDSPREFIX.
