Explanation
 The Domain Name Server was unable to initialize
the resolver library routines, which are used by clients to request
resolution by the Domain Name Server. This indicates that there was
an error in specifying the configuration file for the resolver, or
the Domain Name Server was unable to allocate the configuration data
set. The default name for the configuration data set is hlq.RESOLV.CONF.

System action
 Initialization stops. TCPIP continues.

Operator response
 Check the syntax of the configuration data
set and resubmit the command. If the error persists, specify the configuration
options using the NSLOOKUP command and its parameters. For more information
