The mechanism TLS-P started with an implied protection level of PRIVATE which is inconsistent with the statement SECURE_DATACONN NEVER that is specified in the FTP.DATA file. The statement is ignored and a statement of SECURE_DATACONN CLEAR is assumed for this connection.
