Explanation
 FTP has retrieved or sent an UCS-2 file (or data
set) but the current structure is set to Record. File structure is
required for UCS-2 data.

System action
 The GET or PUT command is rejected.

Operator response
 Change the structure to FILE using the STRUCT=F
command.

System programmer response
 No action is needed.
