Partitioned data set may not be created within a partitioned
data set.
Explanation
 A partitioned data set (PDS) cannot be created
within an existing partitioned data set. To create a PDS on the local
host, the LMKDIR subcommand is used. A PDS is created with either
the fully qualified name or FTP appends the current working directory
as the first part of the name.

 FTP continues.
