Explanation
 FTP could not process the current subcommand because
the UTF-8 translation table is required to complete the command. 
The UTF-8 translation table is not available to FTP.

System action
 FTP stops processing the current subcommand and
prompts the user for the next subcommand.

Operator response
 Contact the system programmer with the error.

 Verify that the National Language
Resources component of z/OS® Language Environment® is
installed, and that all data sets and files pertinent to UCS-2 and
UTF-8 conversion are installed.  See the z/OS XL C/C++ Programming Guide.
