Explanation
 The adapter  reported an error attempting to register
an IP address with the device.
 setip_error_code is
the error code reported by the adapter.
 ip_address is
the IP address.
 device_name is the name
of the device.

System action
 If this is the home IP address for this MPCIPA
device, then TCP/IP does not start the MPCIPA device.

Operator response
 Inform the system programmer about the error.
