Explanation
 The terminal ID was outside the expected range.
It is either negative or greater than the maximum number of Telnet
server connections.

System action
 Control is returned to the calling routine TNSTMAS
and the session is terminated.  The return code is set to -3.

Operator response
 Notify the system programmer of the error.

System programmer response
 Make sure that the terminal identifier
is properly specified in the client's TCPIP configuration data set.
